Athey Creek Consultants provides program management support for a variety of projects focused on transportation operations and technologies. Our expertise in this area has been demonstrated through our support of multi-year, multi-state technical programs as well as on-time projects. Services include meeting support, work plan development, budget and schedule monitoring, creation of outreach materials, and stakeholder engagement.

North/West Passage Transportation Pooled Fund Study Support
Athey Creek Consultants serves as the day to day program management support contact for the seven-state North/West Passage Pooled Fund Study. Athey Creek serves as the liaison between the administering state (Minnesota) and the member states to ensure the Minnesota DOT’s process for administering the pooled fund are met. This involves assisting the states in creation of a yearly work plan. Athey Creek also provides technical support on each project approved and assists in coordinating with sub consultants to complete projects.

ENTERPRISE Pooled Fund Study Program Management Support – Phase I
Athey Creek provided program management support for the ENTERPRISE Pooled Fund Study Program – Phase I, comprised of nine state department of transportation (DOT) member agencies and a Canadian province. Athey Creek performed management activities, including financial tracking, supporting development of an annual work plan and updating of the ENTERPRISE Management Plan. Athey Creek also assisted the Board chair with monthly meeting preparation. Athey Creek updated and maintained the ENTERPRISE Program website and created outreach materials. Athey Creek over the seven years of providing program support also conducted technical research projects. Athey Creek continued to support ENTERPRISE by conducting technical research projects in Phase II and is currently conducting projects in Phase III.

Support to AASHTO Committee on Transportation System Operations
Athey Creek provides technical and program support to the American Association of State Highway and Transportation Officials (AASHTO) Committee on Transportation System Operations (CTSO). Athey Creek supports programmatic initiatives and develops technical products to support knowledge transfer. As part of these service, Athey Creek supports activities of the CTSO Leadership Team including developing outreach materials for special initiatives and supports planning and execution of the CTSO Annual Meeting that convenes TSMO leaders from federal agencies, state departments of transportation, and industry. We also gather input from committee members to define current transportation agency practices related to transportation system operations and management (TSMO) and use of transportation technologies.

Minnesota Strategic Highway Safety Plan Project Management Support
Athey Creek provided project management support to the Minnesota Department of Transportation for the development of the 2020-2024 Minnesota Strategic Highway Safety Plan (SHSP). Athey Creek facilitated project team meetings and developed an overall approach and schedule for engaging the steering committee to provide input throughout the plan development process. Athey Creek assisted in preparing materials to procure a technical contractor for the SHSP crash data analysis and plan preparation. Athey Creek tracked requirements set forth by the Federal Highway Administration and facilitated discussions regarding how each requirement would be met. Athey Creek also supported stakeholder engagement at regional Toward Zero Deaths (TZD) workshops, an annual TZD conference, and Steering Committee meetings by contributing to engagement approaches, creating meeting materials, and providing on-site stakeholder engagement support.

TSMO Outreach Building on SHRP2
This project developed outreach materials for FHWA to support agency leaders in in promoting Transportation Systems Management and Operations (TSMO) strategies to improve safety and mobility and the benefits these strategies can provide to the traveling public. As a subconsultant to the American Association of State Highway and Transportation Officials, Athey Creek prepared technical content for the suite of outreach products, including a State Department of Transportation Chief Executive Officers Leadership Briefing Packet, an infographic showing TSMO benefits, and presentation materials featuring examples of measured benefits from instances of TSMO in practice. Athey Creek assisted in identifying state and local transportation agencies to provide testimonials for the second Strategic Highway Research Program (SHRP2) Reliability products, TSMO policies, programs, strategies, experiences, and case studies. Athey Creek prepared interview questions to attain testimonials and developed technical content for the Testimonials Brochure.
